An enrolment is a set of records that must be complete: application, USI verification, pre-training review, LLN evidence, fee information, and the student correctly created in your system.
Under enrolment pressure — and enrolment always comes in waves — the student gets started and the paperwork gets finished later. Later becomes never, and the gap is found by an auditor eighteen months on when nobody remembers the conversation.
A dedicated enrolments officer makes completeness the default rather than the intention. Nothing proceeds without the file being right, because that is the one job.
